In 2021, the Oregon Legislature passed House Bill 3115 that requires all municipalities to pass reasonable “Time, Place, and Manner” restrictions if they regulate unsanctioned camping. PMAR’s Realtor^® Advocacy Department compiled all of the various rules and regulations and created a spreadsheet for your use. The Unsanctioned Camping Matrix will be updated as regulations change.

This spreadsheet includes resources from around the region to help those in need as well as a full listing of when, where, and how camping is permitted when shelter is unavailable in every jurisdiction around the region that has rules in place.
