Regulations and Resources

In 2021, the Oregon Legislature passed House Bill 3115 that requires all municipalities to pass reasonable “Time, Place, and Manner” restrictions if they regulate unsanctioned camping. PMAR’s Realtor® Advocacy Department compiled all of the various rules and regulations and created a spreadsheet for your use. The Unsanctioned Camping Matrix will be updated as regulations change.

This spreadsheet includes resources from around the region to help those in need as well as a full listing of when, where, and how camping is permitted when shelter is unavailable in every jurisdiction around the region that has rules in place.
